- Motion to hire Anthony Bruni as Code Enforcement Officer for the Borough of Tarentum, effective January 2, 2019, at a salary of $53,000 pursuant to the terms and conditions of an Employment Agreement as set forth between the employee and the Borough.
- Motion to approve the employment agreement between Anthony Bruni and Tarentum Borough.
- Motion to approve the Professional Service Contract with Hoffman Kennels for 2019.
- Motion to approve the request of the Recreation Board to hold a Christmas Event at Riverview Park on Saturday, November 17, 2018 following the Christmas Parade until approximately 5:00 p.m.
- Motion to accept the resignation of Mark Anuszek as Emergency Management Coordinator for Tarentum Borough.
- Motion to approve the request of BridgePoint Church to hold a church service and picnic event on Sunday, July 21, 2019 from 9:00 a.m. to 1:00 p.m. at the Riverview Park pavilion.
- Motion to authorize the Borough Manager to execute and submit a Letter of Intent to the PA Department of Community and Economic Development requesting technical assistance for Fire Service in Tarentum Borough.
- Motion to accept the quote from MVS Security to add an additional door security access system to the police department in the amount of $1,413.24.
- Motion to accept the quote from MVS Security to install three (3) HD security cameras to the Borough building in the amount of $2,265.92.

Tuesday, November 13, 2018 at 7:30 p.m. regarding personnel matters.
Motion by Mr. Cornuet, second by Mr. Blythe to accept the agenda as presented. The motion carried unanimously.
Motion by Ms. Homa, second by Mr. Dadowski to accept the minutes of the October 4, 2018 meeting. The motion carried unanimously.
Mr. Michael Naviglia – RYFO – Aware that the Borough is seeking grants for repairs to Dreshar Stadium. Indicated that he is willing to assist in any way possible with the grant process or providing feedback for possible repairs.
Mr. Jim Bowser, 314 W 8th Avenue, questioned how the dock waiting list process will work, inquired about the possible grant funding for a dog park, informed Council that a past Borough Official used Borough employees and equipment during working hours to assist with a private matter and indicated to council that they should remember the needs of the Fire Departments during budget time.

- President’s Report – ACBA Meeting is December 6, 2018 for any council members who want to attend. The National Guard is conducting demolitions in a nearby community, she has sent out correspondence inquiring about the possibility of this occurring in Tarentum.
- Mayor’s Report – Update on the Police Department arrests and traffic incidents. Wants to hold a Holiday Light Decoration Competition for residential homes in Tarentum, winners from 1st to 3rd place will receive discounts on electric bills; a registration form will be placed on the Borough website and judging will take place December 19, 2018.

- MS4 Update: PSA on Storm Water effects on environment, be cautious of what goes in to storm drains.

- Borough started development a Water Loss Audit; met with DEP on Wednesday, November 14, 2018.

- Borough is currently working toward a long term agreement, resolving credit requirement matters and examining market trends; may occur by January, 2019.

- Internal meeting with Fire Departments took place in October. Progress made regarding budget and future planning. Will hold another meeting in Spring 2019.
- Parks and Recreation – Ms. Homa
- Holiday Light Decoration Contest for businesses announced by Recreation Board.
- Recreation Board donating all unused food from Snack Shak to the Salvation Army.
- There will be no Recreation Board meeting in November (Due to Council budget meeting) and December.
- AVN COG – Ms. Fox
- Two meetings since last council meeting. COG is working on their budget. CDBG applications were submitted online. January COG bill will include the joint paving project cost of $500 as well. All other municipalities have joined the paving project thus far.
- KOZ Committee – Mr. Dadowski
- KOZ Committee is being eliminated. Borough attempted to re-certify the property with the DCED but learned that the property did not hold a prior KOZ designation. The DCED representative indicated that their records do not list this property as a KOZ zone. Borough was unable to ascertain when the property was officially listed as a KOZ property and, if it was listed as KOZ, when it lost that designation. The Borough cannot apply for new KOZ certification because the PA legislation has expired. Unless new State legislation is introduced, there are no opportunities to designate this as a KOZ area.
Motion by Ms. Fox, second by Mr. Cornuet to pay bills for the month of October. The motion carried unanimously.

Ms. Gina Landa, 512 E 6th Avenue, stated that the Borough could should seek input from the community about reporting the worst alleys in the Borough, possibly a contest, as there are a number of alleys which are in need of repair or paving.
Mr. John Briney, 714 E 9th Avenue, presented concerns with about the lack of a code enforcement officer and is happy to see Council taking steps to hire a new officer.
Ms. Lorri Wildi, 450 E. 7th Avenue, happy to see council hiring a code officer and reiterated that the Tarentum Action Committee (TAC) will be available to assist the new code officer with various goals.
Motion by Mr. Cornuet, second by Ms. Josefoski to adjourn the meeting at 6:52 p.m. The motion carried unanimously.
