Tuesday, July 10, 2018 at 5:00 p.m. regarding personnel matters.
Motion by Mr. Cornuet, second by Ms. Fox to accept the agenda as presented. The motion carried unanimously.
Motion by Ms. Fox to amend the minutes of the June 7, 2018 regular council meeting to add additional language to item #9 “employment agreement” which indicates the employee salary. Following discussion on the item, the motion did not receive a second.
Motion by Ms. Homa, second by Mr. Cornuet to accept the minutes, as presented, of the June 7, 2018 Regular Council Meeting. The motion carried 4-1 with Ms. Fox dissenting.
Ms. Tiffany Babinsack, 112 W. 13th Avenue, concerned about the condition of the property located at 110 W. 13th Avenue. Expressed concerns over high grass, weeds, water stagnation, abandoned vehicle and several other items. Provided pictures to Council of the property condition.
Ms. Barbara Goral, 425 W 8th Avenue, stated that property owners who have a second home are being punished due to the vacant property Ordinance. She stated that the implementation of the Ordinance goes against the words of the Pledge of Allegiance.
Mr. John Goral, 425 W 8th Avenue, indicated that they are working to list his second property for sale but has difficulty finding interested buyers because the property was previously damaged by the Borough water department. He indicated that he filed an unsuccessful claim against the Borough regarding this damage. He would like a copy of the Ordinance after the meeting.

- President’s Report – Ms. Josefoski attended both the PSAB Conference and the Allegheny County Borough’s Association Conference in June. Provided literature for council in their mailboxes. Informed the public that the Mayor will begin to officiate weddings. Thanked Summit Hose for the firework display on July 3, 2018.

- Public Safety and Civil Service – Mr. Cornuet indicated that the reports for each of the fire companies will be posted online. They can be found on the Borough website. Gave thanks to Brad James and Josh Fox for their efforts during the recent flood events.
- Parks and Recreation – Ms. Homa gave an update about the summer concert series. She gave her thanks and appreciation to former Mayor Carl Magnetta who recently passed away. Thanked Summit Hose for their efforts on the firework event July 3.
- Property and Zoning, Library, and Health – N/A.
- AVN COG – Ms. Fox provided an update on the paving equipment project being administer by the COG including that the equipment has been purchased, that they are putting together policies and procedures for the project, that the annual fee will be $250 to join and that the project will likely start next summer. Also updated that the CDBG grant process will start in early August. Provided an update on the Work Initiative program in which the 5 students from Highlands High School are currently painting lines and crosswalks within the Borough.

Motion by Ms. Fox, second by Mr. Cornuet to pay bills for the month of June.
The motion carried unanimously.
